Jay was reared in Parkersburg, West Virginia and began to preach at age 18. He is a graduate of Freed-Hardeman College, David Lipscomb College, received an M.A. degree from Harding Graduate School of Religion in 1969 and the Ph.D. in Church Administration from Trinity Theological Seminary in 1991. He is married to the former Arlene Carter, and they are the parents of twin daughters and a son, all of whom are graduates of Harding University. They have six grandchildren. The Lockharts moved to Tyler from Houston in October of 1984. In addition to conducting gospel meetings in other areas, Jay has conducted meetings in numerous communities in East Texas. He is also the speaker of THE SEARCH, a television program presented each Sunday morning. Jay and Arlene moved to Benton, Kentucky in February 2007 where he currently preaches for the Benton Church Of Christ.

Dr. Lockhart has written a Commentary of Ephesians as a part of the Truth For Today series edited and published by Eddie Cloer of Harding University. The Commentary is expected to be published by the end of 2007 or the first of 2008. Jay has great ability to present the truth of the Scriptures with firmness seasoned with kindness and love.
